How We Chose These Programs
We started with every online cybersecurity program in our database and kept the ones at schools our data lists as public institutions. Within each degree level, programs are sorted by how they score on cost, outcomes, format and credentials.
We added residency rates, fees, start dates, labs, NSA designations and on-campus requirements from each school's own pages, so you see the likely bill and the real format. Our full process is on the methodology page.

Bachelor's
University of Arkansas Grantham
Bachelor of Science in Cybersecurity
School based in Arkansas
- Fully Online
- Public
Why it ranks #1: it charges $305 per credit (the lowest among bachelor's programs on this list) and 100% of its undergraduates study fully online (the highest share among bachelor's programs on this list).
Public schoolA public-university degree you can start in almost any month, so a missed deadline costs weeks instead of a semester. The early courses build Linux and virtualization skills, with Cryptography and Cloud Computing Security later, and the Security+ labs let you sit for that exam along the way. Two trade-offs: a $50 per credit hour resource fee sits on top of tuition, and the accreditor is DEAC.

Bachelor's
University of Maryland Global Campus
Cybersecurity Technology Bachelor of Science
School based in Maryland
- Fully Online
- Public
Why it ranks #2: its graduates in this field earn a median $100,937 (the highest among bachelor's programs on this list) and its school awards about 863 bachelor's degrees a year in this field per IPEDS (the most among bachelor's programs on this list).
Public schoolChoose this one if you learn best by practicing against other people. The Virtual Security Lab is where coursework turns into hands-on work, and the award-winning competition team holds tryouts for students who want to test themselves in national events. Courses map to a ladder of exams, starting with Security+ and moving to PenTest+ and CySA+, and the degree closes with a capstone coded CMIT 495.

Why it ranks #3: it charges $353 per credit (lower than 6 of 8 other bachelor's programs on this list) and 63.5% of its transfer students earn a credential within eight years (higher than 7 of 9 other bachelor's programs on this list).
Public schoolA technology college's version of the degree, strongest for New York students arriving with an associate degree, since transfers only need a 2.0 GPA. Ethical Hacking and Penetration Testing sits beside a Cybersecurity Body of Knowledge course, and required clusters in data security and network security keep you from narrowing too early. Expect a quieter online cohort, because most of the college's students are on campus.

Why it ranks #4: it charges $373.80 per credit (lower than 5 of 8 other bachelor's programs on this list), but its graduates in this field earn a median $78,637 (the lowest among bachelor's programs on this list).
Public schoolPick Dakota State if you want to think like the attacker and aim at government or defense work. Introduction to Cyber leads into Malware Analysis, then offensive and defensive network security courses, with the Madison Cyber Labs as the practice setting. The same school sells a Cyber and Network Security degree with a CCNA path and a leadership degree, so this is the technical operations choice, not the broad one.

Why it ranks #5: 64% of its transfer students earn a credential within eight years (higher than 8 of 9 other bachelor's programs on this list), but its school awards about 32 bachelor's degrees a year in this field per IPEDS (fewer than 7 of 9 other bachelor's programs on this list).
Public schoolIntelligence in the title is earned. After the core you can specialize in penetration testing, forensics and incident response, data analytics, project management or a foreign language, which suits people drawn to analysis as much as defense. Ferris also runs an online master's with three starts a year, so graduate study can stay put. Expect a selective front door: a 3.00 high school GPA, ACT scores, an essay.

Public schoolRequired fees of $450 a term sit on top of the $107 Georgia-resident credit price, so budget for both across the 60 credits. Out-of-state students are billed $214 a credit, so this is a Georgia pick. What Public Means for an Online Cybersecurity Degree
A public school is funded in part by a state, and that usually shows up in three places: a lower sticker price, a published in-state rate, and a lot of detail about how credits transfer. It doesn't tell you how good the program is.
The list covers three kinds of school. State universities such as Georgia Tech, Dakota State, Old Dominion and Boise State run the graduate programs. Technical and community colleges, including Albany Technical, Fox Valley Technical and the Community College of Baltimore County, run the associate degrees. Mid-size online-first schools like University of Maryland Global Campus (UMGC) and Thomas Edison State University fill the gaps.
That mix matters. A technical college degree gets you into entry-level help desk and security analyst work quickly. A state university master's is the better fit if you already have a bachelor's degree and want to move into engineering or management.
Check Your Residency Before You Compare Prices
Public schools often charge different rates by state, and some still charge residents less even for online classes. The gap is large enough to flip which program looks cheaper.
At the associate level, Central Georgia Technical College charges $107 a credit to Georgia residents and doubles it for everyone else. St. Petersburg College charges $111.75 to Florida residents and $386.90 to online students from other states. Southern Arkansas University Tech lists $120 for residents and $170 for others, plus per-credit processing, technology and internet course fees.
At the bachelor's level, SUNY Canton charges New York residents $295 a credit and everyone else $353. UMGC's bachelor's programs list $337 alongside $499. The University at Albany combines tuition and fees at $366.46 for residents and $424.46 for non-residents.
Some schools skip the split. The University of Texas at San Antonio charges the same $525 a credit to residents and non-residents, and Fox Valley notes that out-of-state tuition does not apply to online classes. Ask each school which rate applies to you, in writing if you can.
Match the NSA Designation to the Job You Want
The National Security Agency (NSA) and the Department of Homeland Security (DHS) name schools as Centers of Academic Excellence. The label that matters for your plans is the type. Cyber Defense (CAE-CD) fits security analysts, engineers and compliance roles. Cyber Operations (CAE-CO) is the offensive and technical track that many government and defense employers recruit from.
On this list, Dakota State's bachelor's holds the cyber operations designation, and the school says it is one of only 20 to do so. Its master's holds the cyber defense one. UTSA says it holds designations in cyber education, cyber operations and cyber research, one of only 10 institutions with all three. Old Dominion, Murray State, Central Georgia Technical College and St. Petersburg College also report cyber defense designations.
Read the wording carefully. Some designations belong to the school or a department, and others validate the specific program. SUNY Canton's program received NSA Program of Study Validation in Fall 2022, and St. Petersburg's associate degree is validated through academic year 2029. Minnesota State College Southeast says its curriculum is designed to align with the standard, which is not the same as holding the designation.
Plan Around Start Dates, Course Length and Campus Visits
Format varies more than price does, and it decides whether a degree fits next to a job.
Georgia Tech admits students in August and January only, and the degree is part-time, typically two to three years, with up to six years allowed. Old Dominion runs accelerated eight-week terms.
Boise State and Murray State run seven-week courses, and Murray State's calendar has four starts. Dakota State starts students three times a year. UA Grantham says most courses start monthly, so a missed deadline costs weeks instead of a term.
Then look for required visits. Dakota State's Ph.D. requires on-site research seminars at the Madison, South Dakota campus each year. Georgia Northwestern Technical College requires the lab final in four courses to be done on campus or with an approved proctor. Central Georgia says an online course may need campus visits for exams or labs.
Admission rules differ too. Ferris State asks for a 3.00 high school GPA and an essay, Dakota State's master's expects a computer science, engineering or related bachelor's degree, and Boise State accepts any background.
